The original specimen of the device as conceived by The Old Man (Hiram Percy Maxim) was presented to the ARRL Board in 1919 and remains on display at the ARRL HQ today. In any event, the first picture I know of appeared in the June 1919 QST, the first full issue of the magazine after the amateur radio ban throughout World War I.This fictional tool was used to "punish" Amateur Radio operators who demonstrated poor operating practices. There seems to be some mystery as to its origin either " down in the southern states" or used "out there in Indiana". By August 1917, there were many requests to ARRL HQ to purchase a Wouff-Hong! The QST staff had to write an article on of QST August 1917 to address these requests. There was another formal mention in the Old Man's Editorial in the April 1917 QST magazine. I believe the first formal discussion of its use appeared in the January 1917 QST in the Old Man's article: "Rotten QRM". This National Convention was conducted by The Chicago Area Radio Club Council.The Wouff-Hong was originally discussed in late 1916/early 1917 as a special device to control QRM.caused by poor operators.
